1. Electricity & Water Billing

(Northern States of Punjab, Haryana, Himachal Pradesh,New Delhi Municipal Corporation and Chandigarh UT)

DOEACC Society Chandigarh Centre has been pioneer in introducing computerisation of Electricity & Water Billing in the northern states of Punjab, Haryana, Himachal Pradesh, New Delhi Municipal Corporation and Chandigarh UT.

• The Centre is generating electricity bills for approximately 8 million consumers of these states for more than twenty years every two months.

• Payment counters of the Power Utility Boards / Corporations have also been computerized.

• A ‘Citizen Facilitation Centre’ for on-line registration and redressal of complaints of consumers has been established at Chandigarh.

• All types of consumers namely Domestic, Commercial, Small Power, Medium Supply, Large Supply / HT, Agriculture, Street Light are being billed through very robust software developed indigenously by the center.

• Approximately 500 bill payment locations for all the above mentioned State Electricity Boards have been computerized.

• The consumers have also been provided with the benefit of making on-line payments using credit / debit cards, ATMs.

• Wide Area Network has been laid at Ludhiana (Punjab) connecting 20 payment counters.

• The water billing of U.T. Chandigarh and Mohali (Punjab) has also been computerized.

• The consumers of Chandigarh get a combined bill of electricity and water thus giving them convenience of single payment for both these utilities.

• All the consumers are identified by a unique identification numbers based on the area of location, subdivision and division. The information for last six years of these consumers can be retrieved / viewed based on these identification numbers (Account numbers).

• The center has also established Sub-centres in various cities for UHBVN (Haryana) and PSEB (Punjab) to help the boards in reducing time for transportation of huge data.

• Large infrastructure is being used to accomplish the task of regular generation of bills. The infrastructure includes ten servers, ninety client computers and fifteen fast speed line printers.

• Thousands of packs of stationery of different colour & design are being procured and printing in the form of bills is being carried out in stipulated time for years together.

• A strong manpower of about 120 persons (software engineers and data entry operators) has been deployed day and night to look after the job and complete the billing with in the stipulated time.

• The Chandigarh Centre is using its vast skills in introducing computerization in more areas namely Rural Water Supply Division (Punjab) whereby rural areas of Punjab would get computerized water bills.
